[Ford-ferguson] idle speed question for a 48 ford 8n

I have a 1948 Ford 8N that will not idle below 1000 rpm.  If I push 
down on the throttle on the carb it will drop down to 800 rpm, so it 
looks like the problem with the governor adjustment.  Other than idling 
too fast, everything is working as it should.

So, my questinon is how do I get it to idle at the proper speed?  I did 
check to see if there was any preload on the spring on the exterior of 
the governor (not that I can detect) per the manual.  As far as I can 
tell there is no way to adjust the rod length from the governor to the 
carb.

Do I have to reposition the levers connected to the governor, or 
something else?  The manuals that I have do not mention anyway to fix 
this problem, and I would prefer not to "hack" a solution.

If it makes any difference, it looks like the governor on the tractor 
currently is a newer model, it has the connection for the proof meter 
on it.
