Bruce:

This doesn't have the cable release from inside the cab. This has a lever
that can be reached through the grill. I have had help bumping the hood
while trying to move the lever but it hasn't solved the problem yet. Tried
to spray some penetrate into the mechanism but I'm not sure I got to the
right place. It's hard to see up under the hood through the grill.

Dean: Sounds like the cable release that you pull inside the cab isn't 
unlatching. Have someone pull and hold it while you bump the front edge of 
the hood with your hand and see if that doesn't make it pop up. If you don't

have a helper when you try it, pull the release handle and lightly clamp a 
visegrip on the cable to hold it in the open position.
