[Ford-ferguson] TO-35 starter

I agree with Mike.  I had problems with my TO-30 starter (converted to 12 
Volts). when I finally took the starter off and looked at it the brushes on the 
starter were probably the original ones and had started to eat into the 
armature.  I cleaned up the commutator with sand paper and installed new brushes from 
NAPA and it works great!

Look at all connections and the brushes.  Good luck!
