LeRoy,  Keep turning it.  You will need a plier or some tool to grip the lug
and just turn it until it snaps over.  That's the impulse, a spring loaded
delay that holds the rotar and then lets it spin past the magnet to produce
the spark.  At higher revolutions (after the engine starts), centrifugal
force bypasses the delay mechanism (impulse).  An oversimplistic description
but gives a general idea of how it works.  John
