[Steam-engine] Boiler Steam Test

If want valid guidance, purchase NB-23 (National Board
Inspection Code) from the National Board.  It is the
Bible of boiler truths, atleast for inspectors, follow
it, and all other goofy ideas should disappear. 
barring loose cannon interpretations that is.
