Yep, Charlie, that's the place.

The powder grinding mill wheels ARE water powered, by a turbine (Banki comes 
to mind).

There are design details about those powder millhouses which you may not have 
noticed.

They are built like a lean-to type shed (largest opening facing the river) 
with massive masonry walls on the up-stream, down-stream, and land-facing sides.

The river or "creek" side wall was constructed of flimsy lumber, and the roof 
was not connected, but located by long pins which were sunk into the stone 
walls and stuck straight up.

The intention was to limit damage.

In case of an explosion, the roof would lift and the remains of the lumber 
wall (along with those of the unfortunate operator) would be blown into and 
across the "creek".

There are still those in the region who refer a person's demise as having 
"gone across the creek", like "kicking the bucket".

Of course, few know the origin of either statement.
