Some of the older John Deere L&G tractors are notorious for this
problem.  Sediment in the tank can build up and block the suction pipe
and the fuel pump simply starves.

I just spend the better part of yesterday combating the same problem on
an old Worthington Estate mower that I'm selling.  It would idle for
hours, but coughed and bucked something fierce at anything over half
throttle.  It took me several hours and I ended up cleaning the entire
tank, fuel line, and carburetor three times before I got it working
right.  The holes in the bubbler tube of that B&S 23 engine are VERY
small, and they're sensitive to the slightest contamination.

FWIW, one of the indispensable tools I keep handy for carburetor work is
a set of welding torch tip files.  The range of sizes of those files
will cover everything in the way of holes in fuel jets, and because of
the way they are designed you can use them to clean out varnish and gunk
without enlarging the holes.

As others have mentioned, it sure sounds like something blocking the 
fuel outlet. I have had that problem with a leaf that fell into the tank

on one tractor and also with the metal cap from a fuel can spout that a 
previous owner had dropped in to another's tank. The cap was very hard 
to spot because it was exactly the same color as the inside of the tank.

These things move around and are hard to spot - a strong small 
"penlight" flashlight is probably your best bet.
