No Amish right close by, however, I am very sure you have hit on the 
reason for the new codes.  Holds true in probably 99% of the cases. 
Builders are backed by the bank.  Developers are backed by the bank. 
Realators if not the bank are backed by the bank.  Insurance for all the 
above are backed or provided by the bank.  The bank is probably on the 
city council or developement commission or planning and zoning, or all 
the above.  On and on...follow the money. <g>
