Probably in the 430's, yes. The 40 and 420 Utility tractors had a 3-point hitch as regular equipment, but there was a "delete" option if not wanted. When the 430 Utility tractors were introduced, the 3-point hitch was not included as regular equipment, but could be obtained as an option.  Mowing tractors usually had a rockshaft but no hitch, but I have seen Utility tractors with no hydraulics at all, and once saw a 430W with no hydraulics. There's some strange critters out there yet.
