As long as there is no lip at the top of the  cylinders then a good hone will 
clean them up enough for the new rings to seat.  the valve guides of course 
will need to be checked for clearance. Sometimes  those little rubber nipples 
will take of a lot of that problem. But if you want  to do it right then a 
complete job will be to replace everything. Sometime its  just how bad it looks 
inside that will dictate how much you want to  do.
