The reason for the fuel sensors is not to tell  the crew how much fuel it has 
but to tell the computers when to shut down the  main engine. To little fuel 
and they will abort to a landing in Spain an to much  they will power beyond 
the shut off zone.  The sensors tell the computer  when to shut down so that 
they will make the proper orbit.
