I would be willing to bet that the two engines in question do not produce
the same amount of torque.  Even with my garden/lawn tractors there can be a
healthy difference in the "feel" of the power between two engines.  My JD
425 is rated at 20 hp, but feels like it has a lot more grunt than my 2005
Cub Cadet rated at 26 hp.

In regards to tractors, horsepower isn't worth much unless you have the
weight to back it up. You have to be able to apply that horsepower to the
ground through the right combination of tires, weight and gearing. I've
owned two 170 horsepower tractors. One wouldn't pull the hat off your head
in muddy conditions. The other one with a few thousand pounds extra weight
and an extra set of wheels is able to use most of those 170 horses and gets
the job done.
