If the eccentric can only go on in one orientation the timing is done.  You 
just need to center up the valve its travel, on my engine this was done 
with nuts on the valve rod.  Find the piston top and bottom centers, when 
the piston is at each center the steam port for that end of the cylinder 
should be just starting to open stick a thin wood wedge in and when it goes 
in the same distance on each end you are good enough.

Make sure you center up the piston in its travel as depending on how the 
bearing adjustments are done on the connecting rod the piston can slowly 
move to one end of the cylinder or the other as bearing wear is taken up if 
it is let go too long the piston can hit the cylinder head.
