You could probably use Rustbeeter (www.rustbeeter.com) to clean the tank
or go down to your favorite ag supply store and buy a bag of beet
molasses (horse food supplement) and mix up a brew in your kids wading
pool to soak it in.  The ratio is supposed to be around 18 pounds to 55
gallons of water.

>From what I've read and heard about this concoction, it won't remove
paint (unless it's blistered), but will remove both the black and brown
iron oxide.  The process takes several days, but is very environmentally
friendly.  As I understand it, beet molasses is a by-product of sugar
beet processing and it contains the chemicals that allow the beets to
absorb iron out of the ground.

Most likely what you are looking for is under the brand name "Ospho".
It is made to be painted on, but you could just pour it in, roll the
tank 
around to insure complete coverage and drain the excess. It is
recommended 
that the excessive, loose rust be removed first, but you've probably
already 
done that.
