I sincerely doubt it. Whether it is bolt hole and gear compatible I don't
know but I would be completely surprised if it were compatible. 

A cursory check is to see what main case gaskets are used on both:

G = F358R - 6 bolt holes

70 = F1189R - 7 bolt holes

Doesn't look promising to me.

Can I replace the complete governor and housing on a G John Deere with the
governor off a 70 John Deere?  I know the part numbers are different, but
can one replace the other?
