Cutoffs are steel wheels that have had the spokes cut and a rim welded in place for rubber tires.

I'm trying to restore a F-12 that is on steel wheels. I have seen pictures
of some without the lugs. Is that what you mean by cutoffs? I would like
to do something like that so I could drive it on the road if I ever get it
