Even easier is a gasket punch set. I use one at work regularly and it really
simplifies bolt hole cutting as there is an alignment pin for centering.
Mc Master #3466A15. Circle cutters, page 2148 of current Mc Master catalog.
We cut loads of gaskets from 8" pipe flange to itsy bitsy special pneumatic
in all material from 1/32" fiber to  1/4" rubber and it would be a pain
without the punch set and circle cutter. Scissors are also great. I use my
electrician scissors for gasket cutting as well. Better control for curves
than a razor knife.
