That is pretty much it. It all comes down to the Trooper or DOT agent
involved. Here in Pennsylvania the rule of thumb is if you have a dooley
pickup, they pull you over and check everything. They are specifically
looking for the revenue from the registration. If the truck is registered
over 9,999 pounds, and the trailer is over 10,000 pounds they want you top
pay a combination fee for the total GVWR of truck and trailer. They are
driving the horse crowd crazy right now, and if the trailer is over 10k of
course you have to have a CDL class A. Big revenue getter here in the land
of high taxes!

pretty much it........
less than 10,000 is one rule and over is another .......
now the word tractor puts things into a different line also......agriculture
has different rules........implements of husbandry....

another word is private.....meaning non commercial..........different rules
apply

but you are on track.......less than 10,00 pound tractor needs to be tied as
to prevent movement in any  direction(two chains and binders)
over 10000 must be tied on all four corners.
