[AJD] DOT regulations, tie downs

In 2003, I was hauling a John Deere D from Ohio to Richmond, VA.  I was
on I-70, I figured that I was going miss the rush hour traffic around
DC.  Well, that all changed when I pulled across the scales in
Hagerstown, MD.  I have a 2000 Ford F-350 and a 2000 Keifer gooseneck
trailer (GVWR 29,900#).  I was red lighted at the scales.  I went into
the scale house. The state trooper came out of the restroom and barked
at the civilian employee three times asking him if I was overweight.
The civilian employee answered him all three times "no".  The state
trooper started to get nasty with me right off the bat.  I told him, "I
will be very cooperative with you, as long as you stop being nasty." He
checked my log, paperwork, license, etc. Nothing wrong there.  He
climbed all over my truck and trailer for two hours. All he could find
was one of the bulbs in a side marker on my trailer was burned out, the
other bulb in it was working (there are two bulbs in the marker lights).
He wrote me a ticket, it cost $78. His last nasty remark was if you want
to fight it, the court date is on the ticket.  I kept my mouth shut
through this situation, I realized right away he was a power hungry
jerk.

When I got out of there, I hit DC right during rush hour.  I was 5 hours
late getting to Richmond.  

I guess the point of this is, the DOT guys need to use common sense.
But I guess when you have a job like that you don't have to.  I have
seen OSHA, DOT, ODA (Ohio Dept of Ag.), EPA, etc... Have their heads so
far up their rearends that they have deprived themselves of oxygen for
to long, now they either don't know how to or can't think with common
sense. They go by the book, which in most case was written by someone
that doesn't have a clue and has to justify their job.  

I bet most of you don't know this OSHA regulation: It is against the law
to let anyone ride on a wagon, on a farm, for any purpose.  It is kind
of hard to bale hay or straw that way. We found this out from an OSHA
investigator in the late 70's, when we had an accident on the farm and
an employee got injured. I can ramble a whole lot more, but I will quit
here.

I love your attitude and I think you're exactly right.  I've heard from
more than one person that you're basically at the mercy of the DOT guys
if they decide you're the one they want to pull over.  They're going to
have SOMETHING to say if they take the effort and time to pull you over.
Last year my wife talked with Sgt. Reinhart of the Iowa DOT and he
pretty much says what you said, verbatim.  He blew off a few of our
local club members' big worries about battery backup braking
capabilities, chain binders, 4 corners, middle tie downs, safety
striping.  His basic explanation was that for PERSONAL, in-state use and
travel, you need a chain front and back, both chains must equal or
exceed the load and each chain must have a binder.  But I appreciated
his summary: "Basically if we feel you're not safe on the road or using
common sense we're going to write you up for something." But that was a
year ago, everyone needs more funding this year. Steve
