[AJD] DOT regulations, tie downs

Here in Nebraska, the DOT guys are mostly wannabe state troopers that get
stuck in carrier enforcement as part of their training, or because they
don't quite measure up.  Most of them think they have to prove something,
and will pull you over and go out of their way to write you up for
something.  If you try to get any info on the regs, they will almost never
give you a straight answer, and if you call the carrier enforcement division
with a question, you get refered to 3 or 4 different people, and they all
give you a different answer.  Ever since they started letting the carrier
enforcement officers carry guns a few years ago, they've been a real hoot to
deal with around here.

I love your attitude and I think you're exactly right.  I've heard from
more than one person that you're basically at the mercy of the DOT guys
if they decide you're the one they want to pull over.  They're going to
have SOMETHING to say if they take the effort and time to pull you
over.
Last year my wife talked with Sgt. Reinhart of the Iowa DOT and he
pretty much says what you said, verbatim.  He blew off a few of our
local club members' big worries about battery backup braking
capabilities, chain binders, 4 corners, middle tie downs, safety
striping.  His basic explanation was that for PERSONAL, in-state use
and travel, you need a chain front and back, both chains must equal or
exceed the load and each chain must have a binder.  But I appreciated
his summary: "Basically if we feel you're not safe on the road or using
common sense we're going to write you up for something."
But that was a year ago, everyone needs more funding this year.
