Charlie,
This most likely comes from Ethanol being mixed in the gas (I think it's 
labeled E85 in some parts
of the country). The alcohol should hold some water in suspension, but when 
the temp drops, some
of the water may come out of suspension. This COULD be the problem, or it 
could just be a lot of
condensation in the tank.
