I don't know that particular piece, but generally races all work about 
the same. You'll have a hard time getting anything to stick to it, even 
if you use nickel rod. At least I've never had any luck, being a 
reasonably skilled and practiced welder. It's very brittle. Welding 
without attaching may be the way to add enough heat to it to do a couple 
of things; it may loosen it up enough to drive it off, or when it cools 
it may shatter, especially if you help it by grooving it with a cutoff 
wheel and mashing it 'twixt the 5lb and anvil. If neither works easily, 
you may be able to get enough traction on the weld beads to apply a 
pipewrench and turn it too. The heat transfer between a shaft and race 
is surprisingly less than it would be through one piece. I'd weld it but 
I'm not sure that I'd get it red-hot with a torch, though I think even 
then it's not likely to affect the shaft.
