Wayne check to be sure the vent on the front of the converter is not plugged
  You might open the little drain plug below the strainer and check for full
flow, also be sure that the solenoid valve is opening fully.  You can place
a hose on the converter vent opening and blow lightly on the hose you should
hear propane flowing through the regulator. 

Bear Hood should chime in here, he grew up with a propane hose in his hand.
