[Steam-engine] gov/throttle gaskets

As I remember from Pawnee steam school the governor is
never supposed to have a gasket between the top half
and the valve body.  I wonder it that is the case with
my throttle as well.  My throttle valve resembles a
ball valve in construction.  Instead of a sperical
ball the valve is cylinder shaped.  1/4 tuun opens the
throttle.  My throttle is quite leaky.  When I
disassembled it I found a gasket under the cover.  I
assebled the valve sans gasket and all fit together
and moved freely.  I wonder if the gasket is even
supposed to be there?  Was it responsible for some of
the leakage?
