[Steam-engine] heating surface

I need to calculate the heating surface of my boiler
so that the safety valve can be properly sized.  I
have a Huber return flue boiler that does not have a
traditional firebox.  Do I include the entire surface
area of the fire flue?  How about the front tubesheet?
 How do to calculate a locomotive boiler differently?
