[AT] what kind of tractor?

Found this interesting old tractor at http://www.retrocrush.com/archive2003/graveyard/t7.jpg and can't tell what kind it is. The tractor has an unusual downdraft carburetor on the flathead engine that might be a modification as I haven't seen this type of carb on a tractor before.
