Pretty much any recent browser will allow you to control cookies.
The bigger question is, what are the cookies used for.

Some are used to track you use of a web site.  This may or may not be bad.
it also may or may not be useful.  For example if the web site uses a cookie
to keep track of your regestrsation status, that may be useful to you
as you get to bypass the login screens.  If another cookie keeps tabs of
your zip, again, that might be useful.  Perhaps the site opens up with
your zip code's weather maps.  Again, saving you from having to type it
in nad wait for it to load.

Not all cookies are evil.  The best thing to do is to look at them.  A fair
amount of them are pretty easy to tell if they are useful or evil.

Also, not that when I say evil, that has big quotes around it.  It costs
$$ to maintain a web site.  If it is a popular site it costs $$ for 
bandwidth ect.  The trade is that these guys allow advertisers to track
what you look at on their sites.  If everybody deletes all their cookies
the revinue stream from the advertisers will go away, and so will the
"free" site.
