[AT] Portland: Rascals etc.

I just got the call back from Chris at Portland.  Rascals and any single 
person type device does not need insurance or tag of any kind.  Golf carts 
and garden tractors are where the red tape comes in.  Just as Cecil stated 
in a earlier post.  Can't wait to see everyone!
