The best place to start is to look at how the part was first made. In order
to restore the worn hole it should be set up in the machine the same way it was
when it was made. Generally where the part mounts is a machined flat surface
and this is a reference frame. For the carburetor it is where it mounts to the
intake. The centerline of the air way in the carburetor can be determined and
marked for another reference point. The throttle shaft and plate can also be
used. The shaft can be center drilled on a lathe then installed with a good
throttle plate. With the throttle plate closed to align the shaft with the air
way for the best fit. A center can be used in the mill to align it with the
center drilled in the throttle shaft. In some cases the wear is only in one
direction and enough of the original hole remains to help align the part. The
other thing to keep in mind the original tolerances were not as close as what is
held now. Some parts were not drilled correctly originally and this can make
the process a little more complicated.
