[Steam-engine] Definition for an Antique Boiler

Hi Mike;
I'm no authority, but I would think the design is more of a classification
factor than age. A brand new lapseam boiler built to an antique design
still would have the same concerns as the old one, where a seamless
barrel on a new welded boiler built to a newer design is a different
animal altogether. Both are obviously "hobby boilers", but I think you
are right to make a distinction of some sort. Age and condition are
always factors that need to be considered in evaluating the safety of a
boiler, regardless of design, but I don't think these two things should
constitute a separate set of requirements, as design might.
