Take a good look at the message rules tap under the tools tab ( I assume you 
are using Outlook Express.  Outlook may be different)
There are options there to do several things.  If there is one specific and 
consistent thing about the offensive parties address or messages then you 
can block them.  When you get into message rules click on New and study the 
options.
