I agree the last thing you want to do is ask any agency, county, city, for 
permission or recommendations. Then you have just invited them in. Just do 
it and claim ignorance and ask forgiveness if you are found out.   Leave 
yourself the option of attaching a drainfield off of the tank in case the 
pit does not drain fast enough.   I have a "friend" who put in a 250 old oil 
tank as the tank and ran 30 ft of drain line off his.  It is sure nice to 
have running hot and cold water and facilities in a garage.  It is also nice 
to leave an access place where you can empty the holding tank from RV or 
visiting friends RVs.
