Under Win9X the only way to restrict access is to use a BIOS password.
The computer will not even boot up without the password being entered.

A friend of mine is using Windows 98SE on their computer and would

I have tried setting up users via the windows program but if you click
on cancel when the computer starts up and asks for user names and
passwords, it operates anyway without restriction to the programs and internet.
