[AJD] Brakes on AR

Hi group,
                  I am buying an AR and it only has 1 brake pedal, on the 
left side. I have been  told by a few people that there were some like this. That 
some of the tractors  came through without "turning brakes." Any thoughts or 
anyone know what the real  deal is?  BTW, it's a 1945 unstyled AR. Thanks,
