[AT] CA tractor with goofy governor--question

Cecil,  It could be that there is too much preload in the governor as you 
say (fix by bending the rod that goes across the front of the engine block 
until there is about 1/4" preload when the linkage is connected to the carb) 
or it could  also be the small spring that others mentioned.
