[AT] OT another computer question

Everyone:
     A friend of mine is using Windows 98SE on their computer and would 
like to restrict access to the computer and internet from his children.  Is 
there a way to set the computer up to use a password for my friend and his 
wife can log on the compute but the kids can't?
     I have tried setting up users via the windows program but if you click 
on cancel when the computer starts up and asks for user names and 
passwords, it operates anyway without restriction to the programs and internet.
