I'm not aware of any mechanism to aid in the starting of a hand start
tractor.

Yes, I have seen and understand the principle of the steering wheel and pin 
to start an electric start with a dead battery. Just didn't understand the 
purpose of one for an unstyled tractor, as they would all be hand start to 
begin with. I'm sure there was a purpose for them.
