The original concept was to have the short pin in the toolbox of the tractor
and if you needed to start the tractor by hand you took the steering wheel
off the tractor and inserted the pin into the steering wheel and then the
cross pin in the inserted steering wheel shaft would engage the flywheel
ratchet to facilitate starting. I don't know about your experience with
getting steering wheels off the steering shaft but the whole process seems
to me to be a PITA. Having an extra steering wheel with the pin in would
sure make things a lot handier but harder to store on the tractor. 

However, the one on eBay and the one I have is not a standard steering
wheel. It is solid cast with the required stubby shaft, including the cross
pin, permanently inserted. That is why I call it the deluxe version!  :-)
The wheel is similar to the solid cast steering wheels on the much earlier
unstyled tractors. I don't think it is the same as any of those steering
wheels however. 

There is another version of this stubby shaft which is to be used with the
later tractors that had the fully covered flywheels. Remember these covered
flywheels had a center hole cover that could be removed. These newer
flywheels had a cross pin built in and then this newer version of the stubby
shaft had a ratchet on the end to engage the cross pin in the flywheel. The
same concept but just the reverse gender. 

Slant Dash B's were only made from 1939 to 1940. In 1941 on,  JD changed the
dash to a more upright dash end cap on the electric start B's.

flywheels.

I had one for my 41 electric start B. It was a standard steering wheel with

a pin in the center to engage the flywheel. I believe this pin could be used

in  the tractors own wheel but mine had the extra wheel.
By the way , would this be a slant dash "B"?
