Yep, the rating is a static load rating. Don't worry about the dynamic loads
on the hitch..  Unless the way you normally drive causes the wheels of your
loaded truck or trailer to leave the ground. :)

rated load is usually 1/5 of ultimate strength.  Ther is a safety  factor
built in...
