I freely admit that I have no answer for you, Don: I was not a mechanic 
at the dealership, only the salesman (and, as we all know, you can never 
believe anything the salesman tells you!). And my newest Ford is an 860, 
so my own experience is somewhat limited.

But if I had to guess, I would say that the seal is like most other 
tractors, with the seal at the end of the axle housing, not inside. The 
big question becomes: why is the seal leaking? Unless something got 
jammed between the wheel and the seal and forced itself into the seal, 
the other most common reason for axle seals leaking is a bent axle. If 
the seal is just damaged from the outside, the replacement should not be 
an expensive job. But if the axle is bent, then you need to figure on a 
little more expense. On the positive side, I don't ever recall a 3430 
coming in that required replacing an axle - that is a pretty solid tractor.
