Jeff,  This is what I BELIEVE to be the law in NC but I'm not positive:

 I don't think mobile home tires have EVER been legal in NC for trailers. 
There is a mobile home type tire (will fit a mobile home type wheel) that is 
a legal trailer tire.  I don't know if they are still available or not.  8' 
6" (102") is the maximum legal width here unless you have an overwidth 
permit although that gets cheated on sometimes with boat trailers etc.

NOW, with that said, if you are using it for agricultural use and don't haul 
it for hire up and down the interstate and if you stay away from weigh 
stations, no one is likely to ever question it.  In fact if it is for 
agricultural use ( hauling equipment between fields and hauling crops to 
market and supplies to the farm ) it doesn't even need a license.

The place where you buy your license plates should be able to give you the 
rules.
