Grant ,  the serial # is stamped in the block , on a raised boss above the
mag right next to the head gasket .    Not always a perfect match but close
.
 However there are two possible locations for the actual tag .  The early 39
's were on a tag mounted on the pedal guard below the operators platform ,
the rounded piece of tin .  If its still there .
 Then they were put on the inside of the left seat frame on later models .
You didnt say how the hood is fastened on , the 40 's and up used a hook ,
however the 39 used a dzues fastener that sorta resembles a bolt on the head
. The very early 39 also used a choke cable type pull switch to short the
mag out as opposed to the switch which was mounted on the throttle plate .
There are several other differences in the 39 vs 40 +       but parts are
interchangable .  Then there are casting codes that can put it within a year
or so .  Guy Fay or Jim becker are the guru's on that .
Steering , I've had problems with all 3 of mine , the arm coming out of the
steering box comes loose and causes a lot of extra play , the gear inside
wears , and the balls on the tie rods wear . The tie rods are adjustable .
