You have gotten plenty of hints on removing the broken part.  I would
suggest an air hammer to rattle this thing for a while.  From the looks of
the broken end, seems not much left to weld, you need to make a new part. 
Rust has pretty well destroyed it.

Trying to get this piece out. Need to weld it. Seems like it should come out
as a seperate piece for that side but doesn't want to budge.....any
