This is on a motor home correct? Those can be a real pain because of the
way they run the plumbing. I would also think that it would hold more
134A than 36 ounces. As a test turn the AC on HIGH, and MAX AC Let it
run a bit, how fast does the clutch cycle now? Does this unit also have
the rear AC system connected in to the front using the same compressor?
On those the rear control valve can stay shut while charging and it will
cause the same symptoms you are seeing. Being this is a conversion the
drier could also be the problem since the desiccant used with R12 is not
134A compliant.

I would probably start by discharging the system. Then pull all the
fittings apart and replace all the O-rings with new 134A compatible
ones. Replace the drier with a new one, replace the orifice
tube/Expansion valve, flush the system, put in the correct amount of
oil, recharge using a gauge set and see what you get.
