The formula you provided is a good one when there is a choice between old and new, but the problem occurs when there is no alternative but used. A new part (transmission gear, for instance) for a 1940s era tractor might have sold for $15 back when the tractor was new, and you can be sure that no salvage dealer would part with a good one now for $7.50. :-)
