The ammeter only knows the direction the current is flowing through it.  If 
the ammeter leads are reversed, the ammeter will show a reversed current 
flow even though the circuit flow is unchanged.   So, the system could be 
discharging with a positive ammeter indication or charging with a negative 
ammeter indication if the ammeter is incorrectly installed.  The ammeter 
needs to be installed to show positive charge irrespective of the grounding 
polarity of the system.
