These were invented by the Devel. They replaced straight keys that slide 
along with whatever you are trying to install. These half moon things are designed 
to rotate slightly and block the pully or flywheel from going on at all. They 
are typically found under cheap well used filthy riding mowers on 
transmission pullys. A hot swetty day will guarantee your distination to hell, or jail on 
obcenety charges.
I know the guy personally. He works at the PTO.
