It's a scam, pure and simple.  If it's like the one I got recently, the
visible link would make you think you're going to eBay.  However, you will
notice under the covers (right click/view source) that the actual link is a
hard IP address.

I forwarded a few of these to eBay earlier in my eBay experience, but have
since concluded that this is not new or original and I'm sure the eBay folks
are inundated with this one.

If you find the IP address, you can do a tracert (that's the name of a DOS
program) and sometimes you can get some idea where it ends up, almost always
a foreign country.
