I guess we all agree it's a road maintainer.  I just couldn't see the 
moldboard and only one blade lift handwheel, but the circle reverser kind of 
gives it away...plus all the links ya'll sent.
   Spent many an hour on one of those as a kid on the ranch..turning the big 
handwheels and cranks and such...course it never had anything hooked to it 
:-((  How we kept ourselves entertained on the ranch..remember rollin' a 
steel rim with a T-Handle down the road.
