Looks like a 1900 (approx.) Austin Road Maintainer.  I believe you can see
the end of the blade if you look at the front part of the rear wheel.  These
machines were generally pulled by horses before tractors like this Rumley
were developed. Aultman Taylor, Big Four and other simular tractors were
also used to pull Road Maintainers.
